WASHINGTON — Sure, $4 trillion sounds like a lot. But it goes fast when your budget stretches from aging highways to medical care to space travel and more.

Here's an agency-by-agency look at how President Barack Obama would spend Americans' money in the 2016 budget year beginning Oct. 1:


HEALTH AND HUMAN SERVICES
Up or down? Up 4.3 percent
What's new? Medicare could negotiate prices for cutting-edge drugs.
Highlights:
— The president's proposed health care budget asks Congress to authorize Medicare to negotiate what it pays for high-cost prescription drugs and for biologics, including advanced medications for diseases such as rheumatoid arthritis. Currently, private insurers bargain on behalf of Medicare beneficiaries. Drug makers have beaten back prior proposals to give Medicare direct pricing power. But the introduction of a $1,000-a-pill hepatitis-C drug last year may have shifted the debate.
— Tobacco taxes would nearly double, to extend health insurance for low-income children. The federal cigarette tax would rise from just under $1.01 per pack to about $1.95 per pack. Taxes on other tobacco products also would go up. That would provide financing to pay for the Children's Health Insurance Program through 2019. The federal-state program serves about 8 million children, and funding technically expires Sept. 30. The tobacco tax hike would take effect in 2016.
— Starting in 2019, the proposal increases Medicare premiums for high-income beneficiaries and adds charges for new enrollees. The charges for new enrollees include a home health copayment, changes to the Part B deductible, and a premium surcharge for seniors who've also purchased a kind of supplemental insurance whose generous benefits are seen as encouraging overuse of Medicare services.
— There's full funding for ongoing implementation of Obama's health care law.
—The plan would end the budget sequester's 2 percent cut in Medicare payments to service providers and repeal another budget formula that otherwise will result in sharply lower payments for doctors. But what one hand gives, the other hand takes away. The budget also calls for Medicare cuts to hospitals, insurers, drug companies and other service providers.
The numbers:
Total spending: $1.1 trillion, including about $1 trillion on benefit programs including Medicare and Medicaid, already required by law.
Spending that needs Congress' annual approval: $80 billion.

NASA
Up or down? Up 2.9 percent
What's new? Not much. Just more money for planned missions.
Highlights:
—The exploration budget — which includes NASA's plans to grab either an asteroid or a chunk of an asteroid and haul it closer to Earth for exploration by astronauts — gets a slight bump in funding. But the details within the overall exploration proposal are key. The Obama plan would put more money into cutting-edge non-rocket space technology; give a 54 percent spending jump to money sent to private firms to develop ships to taxi astronauts to the International Space Station; and cut by nearly 12 percent spending to build the next government big rocket and capsule to carry astronauts. Congress in the past has cut the president's proposed spending on the private firms and technology and boosted the spending on the government big rocket and capsule.
—The president's 0.8 percent proposed increase in NASA science spending is his first proposed jump in that category in four years. It's also the first proposed jump in years in exploring other planets. It includes extra money for a 2020 unmanned Martian rover and continued funding for an eventual robotic mission to Jupiter's moon Europa. But the biggest extra science spending goes to study Earth.
— Obama's budget would cut aeronautics research 12 percent from current spending and slash NASA's educational spending by 25 percent. It also slightly trims the annual spending to build the over-budget multi-billion dollar James Webb Space Telescope, which will eventually replace the Hubble Space Telescope and is scheduled to launch in 2018.
The numbers:
Total spending: $18.5 billion
Spending that needs Congress' annual approval: $18.5 billion

TRANSPORTATION
Up or down? Up 31 percent
What's new? A plan to tackle an estimated $2 trillion in deferred maintenance for the nation's aging infrastructure by boosting highway and transit spending to $478 billion over six years.
Highlights:
— The six-year highway and transit plan would get a one-time $238 billion infusion from the general treasury. Some of the money would be offset by taxing the profits of U.S. companies that haven't been paying taxes on income made overseas. That infusion comes on top of the $35 billion a year that normally comes from gasoline and diesel taxes and other transportation fees.
— The proposal also includes tax incentives to encourage private investment in infrastructure, and an infrastructure investment bank to help finance major transportation projects.
— The new infrastructure investment would be front-loaded. The budget proposes to spend the money over six years and pay for the programs over 10 years.
— The proposal also includes a new Interagency Infrastructure Permitting Improvement Center to coordinate efforts across nearly 20 federal agencies and bureaus to speed up the permitting process. For example, the Coast Guard, Corps of Engineers and Transportation Department are trying to synchronize their reviews of projects such as bridges that cross navigation channels.
The numbers:
Total spending: $94.5 billion, including more than $80 billion already required by law, mostly for highway and transit aid to states and improvement grants to airports.
Spending that needs Congress' annual approval: $14.3 billion.

Striking Similarities Between Brain Cells and Our Universe

The structures of the universe and the human brain are strikingly similar.

In the Eastern spiritual discipline of Daoism, the human body has long been viewed as a small universe, as a microcosm. As billion-dollar investments are made in the United States and Europe to research brain functioning, the correlations between the brain and the universe continue to emerge.

The two pictures below illustrate the similarities. The top picture shows the neural network of a brain cell; the bottom picture shows the distribution of dark matter in the universe as simulated by Millennium Simulation.

The pictures show a structural similarity in terms of connections and distribution of matter in the brain and in the universe. The photo on the left is a microscopic view, the one on the right is a macroscopic view.

The brain is like a microcosm.

A study conducted by Dmitri Krioukov of the University of California and a team of researchers published in Nature last year shows striking similarities between neural networks in the brain and network connections between galaxies.

Krioukov’s team created a computer simulation that broke the known universe down into tiny, subatomic units of space-time, explained Live Science. The simulation added more space-time units as the history of the universe progressed. The developing interactions between matter in galaxies was similar to the interactions that comprise neural networks in the human brain.
Physicist Kevin Bassler of the University of Houston, who was not involved in the study, told Live Science that the study suggests a fundamental law governing these networks.

In May 2011, Seyed Hadi Anjamrooz of the Kerman University of Medical Sciences and other Iranian medical scientists published an article in the International Journal of the Physical Sciences on the similarities between cells and the universe. They explain that a black hole resembles the cell nucleus. A black hole’s event horizon—a sort of point of no return where the gravitational pull will suck objects into the black hole—also resembles the nuclear membrane.

The event horizon is double-layered, as is the nuclear membrane. Much like the event horizon, which prevents anything that enters from leaving, the nuclear membrane separates cell fluids, preventing mixing, and regulates the exchange of matter between the inside and outside of the nucleus. Black holes and living cells also both emit pockets of electromagnetic radiation, among other similarities.

The researchers wrote: “Nearly all that exists in the macrouniverse is mirrored in a biological cell as a microuniverse. Simply put, the universe can be pictured as a cell.”

DARPA program advances robots’ ability to sense visual information and turn it into action  

Robots can learn to recognize objects and patterns fairly well, but to interpret and be able to act on visual input is much more difficult.  Researchers at the University of Maryland, funded by DARPA’s Mathematics of Sensing, Exploitation and Execution (MSEE) program, recently developed a system that enabled robots to process visual data from a series of “how to” cooking videos on YouTube. Based on what was shown on a video, robots were able to recognize, grab and manipulate the correct kitchen utensil or object and perform the demonstrated task with high accuracy—without additional human input or programming.  

“The MSEE program initially focused on sensing, which involves perception and understanding of what’s happening in a visual scene, not simply recognizing and identifying objects,” said Reza Ghanadan, program manager in DARPA’s Defense Sciences Offices. “We’ve now taken the next step to execution, where a robot processes visual cues through a manipulation action-grammar module and translates them into actions.”

Another significant advance to come out of the research is the robots’ ability to accumulate and share knowledge with others. Current sensor systems typically view the world anew in each moment, without the ability to apply prior knowledge.

“This system allows robots to continuously build on previous learning—such as types of objects and grasps associated with them—which could have a huge impact on teaching and training,” Ghanadan said. “Instead of the long and expensive process of programming code to teach robots to do tasks, this research opens the potential for robots to learn much faster, at much lower cost and, to the extent they are authorized to do so, share that knowledge with other robots. This learning-based approach is a significant step towards developing technologies that could have benefits in areas such as military repair and logistics.”

The vastness of space is so expansive, so inconceivable, that frankly, it makes humanity’s lot in the universe seem pretty tiny and pointless.

Amplifying that sense of insignificance, NASA has released its largest, most detailed image of space ever. Taken by the Hubble Space Telescope, it captures the Andromeda Galaxy, one of our nearest galactic neighbors at a mere 2.5 million light years away.
The full size image is about 60,000 by 22,000 pixels, a total of 1.5 billion pixels. That’s about 1,000 times the resolution of regular high-definition. It is detailed enough that the telescope can resolve individual stars in the 61,000 light year-long slice of galaxy captured by the image—”like photographing a beach and resolving individual grains of sand,” according to NASA. All in all, there are over 100 million stars in the photo. (See video)

Cape hopes to be world’s busiest spaceport in 2016

With two dozen rockets projected to blast payloads into orbit, Cape Canaveral this year hopes to claim the title of "world's busiest spaceport," the Air Force's 45th Space Wing said Tuesday.
"It's a great time to be here," said Col. Thomas Falzarano, commander of the Wing's 45th Operations Group. "Business is booming."

Falzarano presented the Eastern Range launch forecast to several hundred guests at the National Space Club Florida Committee's meeting in Cape Canaveral.

Weather, technical issues and program changes frequently delay launches, so it's likely some of the missions will slip into next year. But the forecast shows the Space Coast launching at an increasingly busy clip even without human spaceflight missions, which aren't expected to resume for several years.

The 2015 forecast anticipates United Launch Alliance matching last year's total of 10 Cape launches, including eight by Atlas V rockets and two by Delta IV rockets.

And it assumes as many as 14 launches by SpaceX. Last year had six Falcon 9 flights.

That was SpaceX's most launches in a calendar year, but five fewer than was projected last January.


This year the company hopes to activate a second launch pad, complementing its existing one at Cape Canaveral Air Force Station.

The debut of the Falcon Heavy rocket from a former Apollo and shuttle pad at Kennedy Space Center would be one of this year's most highly anticipated launches.

In addition, SpaceX plans to launch more ISS resupply missions, and commercial and government satellites.


ULA's first launch of the year is coming up Tuesday, with an Atlas V targeting a 7:43 p.m. liftoff with a Navy communications satellite.

The Boeing-Lockheed Martin joint venture has its usual slate of high-value science and national security missions. The manifest includes a roughly $1 billion NASA science mission, an X-37B military space plane and more Global Positioning System satellites.

Overall last year, the 45th Space Wing supported 16 space launches — five less than projected last January (all attributed to SpaceX) — plus two Trident missile tests launched from submarines.
That ranked the Cape No. 2 behind the Baikonur Cosmodrome in Kazakstan, Falzarano said.

But with 24 missions potentially on the books this year and more than 30 in various planning stages for 2016, Falzarano said the Eastern Range is facing its busiest two-year stretch in more than two decades.

"The Cape, right here, is going to be the busiest spaceport in the world," he said.

NASA Spacecraft Begins 1st Ever Approach To Pluto

SAN FRANCISCO (CBS SF) – Man is about to reach closer to Pluto than ever before as the NASA New Horizons spacecraft begins the first of several approach phases toward the dwarf planet at the edge of our solar system.

When the mission was in the planning phases, Pluto was still considered a planet, but in 2006 it was reclassified as a dwarf planet. That same year, the New Horizons spacecraft blasted off as the fastest ever, shooting out off on a 4.6 billion mile journey to the distant sphere.


The piano-size New Horizons craft was in a hibernation phase as it traveled the first 3 billion miles toward Pluto. It woke up last month and is now getting ready for the first photo shoot.

“NASA first mission to distant Pluto will also be humankind’s first close up view of this cold, unexplored world in our solar system,” said Jim Green, director of NASA’s Planetary Science Division at the agency’s Headquarters in Washington.

Beginning January 25th, the probe will begin snapping photos of Pluto, which is the 10th largest celestial body orbiting our sun.
The later stages of approach will require steering the craft closer to Pluto by using photo information to steer around five known moons and other potential perils.

It can be a crime to leave pets outside in extreme temperatures without food and shelter


Cold weather can be deadly for pets. As the temperature plummets in many parts of the country, The Humane Society of the United States sees a marked increase in the number of complaints about dogs and cats who have been left outside with no food or shelter.

We encourage you to contact local law enforcement agencies because pets left outside in extreme temperatures, especially without food and shelter, are at risk of hypothermia, frostbite and even death. Their owners are at risk of facing criminal charges.

The act of leaving a pet outside without food or adequate shelter often receives less attention than a violent attack against an animal, but neglect is a crime. "Especially in these cold months, it is important for people to bring their pets inside and for others to report neglected animals to law enforcement,” says Ashley Mauceri, HSUS manager for cruelty response, who fields these calls.


One of the most common forms of animal cruelty, cases of animals left outside in dangerous weather are investigated more by police and animal control agencies than any other form of animal abuse. Our most constant companions—dogs and cats—feel the effects of winter weather as much as we do, only they are often cast outside to weather the cold or a storm owing to a misconception that the fur on their backs will insulate them from suffering. Without proper shelter, food and water, these domesticated animals’ chances of survival in frigid temperatures is greatly decreased. Any pet owners who aren't sure what protections their pets need during cold weather can read our cold-weather advice for keeping pets safe.

While views on animal welfare vary from region to region, there are laws in place in every state to prevent needless suffering. Callers to The HSUS report numerous cases across the country of animals left out in the cold, but the organization is also working with an increasing number of law enforcement agencies that recognize the importance of intervention in these cases.

Water is rather ubiquitous, cosmically speaking, composed of hydrogen, the most common element in the universe, and oxygen, the third most common. In between is helium, a noble gas that doesn’t play well with other elements.

Water was present in great quantity 4.6 billion years ago when the planets of our solar system took shape. Venus, Earth and Mars formed with copious amounts of water. But Venus’ 900-degree atmosphere boiled it away and broke it down into its constituent parts or combined it with sulfur dioxide gas to create the planet’s thick sulfuric acid cloud cover. Mars’ small size meant weak gravity, so its atmosphere leaked into space, and its water evaporated, which it does with no air pressure above it, and also leaked into space.

Strong, active volcanism, aided by massive asteroid impacts boiled into space most, if not all, of remaining water on all three planets. And yet, today, three quarters of Earth is covered with water. Where did it come from?

For years, astronomers assumed that comets, the most common water-bearing objects in our solar system, brought the water to Earth. But comets formed much farther from the sun than Earth did. The isotopic composition of water differs with distance from the sun.

Thanks to the Rosetta spacecraft, we now know that cometary water doesn’t match terrestrial water. But asteroid water does. Today, asteroids are quite parched, but 4.5 billion years ago, when many asteroids impacted the planets and moons of the inner solar system, water represented a much larger fraction of their mass. And, it appears, they are the source of Earth’s oceans.

It turns out that asteroid impacts that, today, could wipe out life on Earth, made it possible for life to flourish here in the first place by providing the precious water.

Admit it.  You’ve probably got a pair of binoculars lying around your house somewhere. They may be perfect – that’s right, perfect – for beginning stargazing. Follow the links below to learn more about the best deal around for people who want to get acquainted with the night sky: a pair of ordinary binoculars.

1. Binoculars are a better place to start than telescopes. The fact is that most people who think they want to buy a telescope would be better off using binoculars for a year or so instead.  That’s because first-time telescope users often find themselves completely confused – and ultimately put off – by the dual tasks of learning the use a complicated piece of equipment (the ‘scope) while at the same time learning to navigate an unknown realm (the night sky).
Beginning stargazers often find that an ordinary pair of binoculars – available from any discount store – can give them the experience they’re looking for.  After all, in astronomy, magnification and light-gathering power let you see more of what’s up there.  Even a moderate form of power, like those provided by a pair of 7×50 binoculars, reveals 7 times as much information as the unaided eye can see.

You also need to know where to look. Many people start with a planisphere as they begin their journey making friends with the stars. You can purchase a planisphere at the EarthSky store. Also consider our Astronomy Kit, which has a booklet on what you can see with your binoculars.

2. Start with a small, easy-to-use size.  Don’t buy a huge pair of binoculars to start with! Unless you mount them on a tripod, they’ll shake and make your view of the heavens shakey, too. The video above – from ExpertVillage – does a good job summing up what you want. And in case you don’t want to watch the video, the answer is that 7X50 binoculars are optimum for budding astronomers.  You can see a lot, and you can hold them steadily enough that jitters don’t spoil your view of the sky.  Plus they’re very useful for daylight pursuits, like birdwatching. If 7X50s are too big for you – or if you want binoculars for a child – try 7X35s.

3. First, view the moon with binoculars. When you start to stargaze, you’ll want to watch the phase of the moon carefully. If you want to see deep-sky objects inside our Milky Way galaxy – or outside the galaxy – you’ll want to avoid the moon. But the moon itself is a perfect target for beginning astronomers, armed with binoculars. Hint: the best time to observe the moon is in twilight. Then the glare of the moon is not so great, and you’ll see more detail.

You’ll want to start your moon-gazing when the moon is just past new – and visible as a waxing crescent in the western sky after sunset. At such times, you’ll have a beautiful view of earthshine on the moon.  This eerie glow on the moon’s darkened portion is really light reflected from Earth onto the moon’s surface.  Be sure to turn your binoculars on the moon at these times to enhance the view. 
Each month, as the moon goes through its regular phases, you can see the line of sunrise and sunset on the moon progress across the moon’s face. That’s just the line between light and dark on the moon. This line between the day and night sides of the moon is called the terminator line.  The best place to look at the moon from Earth – using your binoculars – is along the terminator line. The sun angle is very low in this twilight zone, just as the sun is low in our sky around earthly twilight.  So, along the terminator on the moon, lunar features cast long shadows in sharp relief.

You can also look in on the gray blotches on the moon called maria, named when early astronomers thought these lunar features were seas.  The maria are not seas, of course, and instead they’re now thought to have formed 3.5 billion years ago when asteroid-sized rocks hit the moon so hard that lava percolated up through cracks in the lunar crust and flooded the impact basins. These lava plains cooled and eventually formed the gray seas we see today.

The white highlands, nestled between the maria, are older terrain pockmarked by thousands of craters that formed over the eons. Some of the larger craters are visible in binoculars. One of them, Tycho, at the six o’clock position on the moon, emanates long swatches of white rays for hundreds of miles over the adjacent highlands. This is material kicked out during the Tycho impact 2.5 million years ago.

4. Move on to viewing planets with binoculars. Here’s the deal about planets.  They move around, apart from the fixed stars.  They are wanderers, right?

You can use our EarthSky Tonight page to locate planets visible around now.  Notice if any planets are mentioned in the calendar on the Tonight page, and if so click on that day’s link.  On our Tonight page, we feature planets on days when they’re easily identifiable for some reason – for example, when a planet is near the moon.  So our Tonight page calendar can help you come to know the planets, and, as you’re learning to identify them, keep your binoculars very handy. Binoculars will enhance your view of a planet near the moon, for example, or two planets near each other in the twilight sky. They add a lot to the fun!

Below, you’ll find some more simple ideas on how to view planets with your binoculars.

Mercury and Venus. These are both inner planets.  They orbit the sun closer than Earth’s orbit.  And for that reason, both Mercury and Venus show phases as seen from Earth at certain times in their orbit – a few days before or after the planet passes between the sun and Earth.  At such times,  turn your binoculars on Mercury or Venus. Good optical quality helps here, but you should be able to see them in a crescent phase. Tip: Venus is so bright that its glare will overwhelm the view. Try looking in twilight instead of true darkness.

Mars. Mars – the Red Planet – really does look red, and using binoculars will intensify the color of this object (or of any colored star). Mars also moves rapidly in front of the stars, and it’s fun to aim your binoculars in its direction when it’s passing near another bright star or planet.

Jupiter. Now on to the real action!  Jupiter is a great binocular target, even for beginners.   If you are sure to hold your binoculars steadily as you peer at this bright planet,  you should see four bright points of light near it.  These are the Galilean Satellites – four moons gleaned through one of the first telescopes ever made, by the Italian astronomer Galileo. Note how their relative positions change from night to night as each moon moves around Jupiter in its own orbit.

Saturn.Although a small telescope is needed to see Saturn’s rings, you can use your binoculars to see Saturn’s beautiful golden color.  Experienced observers sometimes glimpse Saturn’s largest moon Titan with binoculars.  Also, good-quality high-powered binoculars – mounted on a tripod – will show you that Saturn is not round.  The rings give it an elliptical shape.

Uranus and Neptune. Some planets are squarely binocular and telescope targets. If you’re armed with a finder chart, two of them, Uranus and Neptune, are easy to spot in binoculars. Uranus might even look greenish, thanks to methane in the planet’s atmosphere. Once a year, Uranus is barely bright enough to glimpse with the unaided eye . . . use binoculars to find it first. Distant Neptune will always look like a star, even though it has an atmosphere practically identical to Uranus.

There are still other denizens of the solar system you can capture through binocs. Look for the occasional comet, which appears as a fuzzy blob of light. Then there are the asteroids – fully 12 of them can be followed with binoculars when they are at their brightest. Because an asteroid looks star-like, the secret to confirming its presence is to sketch a star field through which it’s passing. Do this over subsequent nights; the star that changes position relative to the others is our solar system interloper.

5. Use your binoculars to explore inside our Milky Way.  Binoculars can introduce you to many members of our home galaxy. A good place to start is with star clusters that are close to Earth. They cover a larger area of the sky than other, more distant clusters usually glimpsed through a telescope.

Beginning each autumn and into the spring, look for a tiny dipper-like cluster of stars called the Pleiades.  The cluster – sometimes also called the Seven Sisters – is noticeable for being small yet distinctively dipper-like. While most people say they see only six stars here with the unaided eye, binoculars reveal many more stars, plus a dainty chain of stars extending off to one side. The Pleiades star cluster is looks big and distinctive because it’s relatively close – about 400 light years from Earth. This dipper-shaped cluster is a true cluster of stars in space.  Its members were born around the same time and are still bound by gravity.  These stars are very young, on the order of 20 million years old, in contrast to the roughly five billion years for our sun.

Stars in a cluster all formed from the same gas cloud. You can also see what the Pleiades might have like in a primordial state, by shifting your gaze to the prominent constellation Orion the Hunter. Look for Orion’s sword stars, just below his prominent belt stars. If the night is crisp and clear, and you’re away from urban streetlight glare, unaided eyes will show that the sword isn’t entirely composed of stars. Binoculars show a steady patch of glowing gas where, right at this moment, a star cluster is being born. It’s called the Orion Nebula. A summertime counterpart is the Lagoon Nebula, in Sagittarius the Archer.

With star factories like the Orion Nebula, we aren’t really seeing the young stars themselves. They are buried deep within the nebula, bathing the gas cloud with ultraviolet radiation and making it glow. In a few tens of thousands of years, stellar winds from these young, energetic stars will blow away their gaseous cocoons to reveal a newly minted star cluster.

Scan along the Milky Way to see still more sights that hint at our home galaxy’s complexity. First, there’s the Milky Way glow itself; just a casual glance through binoculars will reveal that it is still more stars we can’t resolve with our eyes . . . hundreds of thousands of them. Periodically, while scanning, you might sweep past what appears to be blob-like, black voids in the stellar sheen. These are dark, non-glowing pockets of gas and dust that we see silhouetted against the stellar backdrop. This is the stuff of future star and solar systems, just waiting around to coalesce into new suns.

6. Use your binoculars to view beyond the Milky Way.  Let’s leap out of our galaxy for the final stop in our binocular tour. Throughout fall and winter, she reigns high in the sky during northern hemisphere autumns and winters: Andromeda the Maiden. Centered in the star pattern is an oval patch of light, readily visible to the unaided eye away from urban lights. Binoculars will show it even better.

It’s a whole other galaxy like our own, shining across the vastness of intergalactic space. Light from the Andromeda Galaxy has traveled so far that it’s taken more than 2 million years to reach us.
Two smaller companions visible through binoculars on a dark, transparent night are the Andromeda Galaxy’s version of our Milky Way’s Magellanic Clouds. These small, orbiting, irregularly-shaped galaxies that will eventually be torn apart by their parent galaxy’s gravity.

Such sights, from lunar wastelands to the glow of a nearby island universe, are all within reach of a pair of handheld optics, really small telescopes in their own right: your binoculars.
